Public Hearing Set for Otway Wastewater Discharge and Engineering Permits
Meeting to be Held Thursday, March 24, 2016
Ohio EPA will present information and receive testimony at a public hearing for a proposed project that would establish sewer service in the village of Otway and discharge treated wastewater to Bloody Run, just above the confluence with Scioto Brush Creek. The information session and hearing will take place at 5:30 p.m. on Thursday, March 24, 2016, in the Portsmouth Public Library, 1220 Gallia St., Portsmouth.
Homes and businesses in the village currently treat sewage using on-site septic systems. If the permit is approved and a wastewater treatment system is built, all wastewater will be treated in a central location, and up to 18,000 gallons per day of treated wastewater would be discharged.
The proposed project may result in a change from the current water quality conditions but cannot violate Ohio’s water quality standards that protect human health and the environment. Ohio EPA will consider the technical, economic, social and environmental aspects of the project before deciding to issue or deny a permit.
Ohio EPA values comments from the public and will accept written comments about either of these permits until March 31, 2016. Comments should be submitted to epa.dswcomments@epa.ohio.gov or EPA-DSW, Permits Processing, PO Box 1049, Columbus, Ohio 43216-1049.

The Ohio Environmental Protection Agency was created in 1972 to consolidate efforts to protect and improve air quality, water quality and waste management in Ohio. Since then, air pollutants dropped by as much as 90 percent; large rivers meeting standards improved from 21 percent to 89 percent; and hundreds of polluting, open dumps were replaced with engineered landfills and an increased emphasis on waste reduction and recycling.
