Ohio EPA Schedules Meeting to Discuss Permit Modification for
FirstEnergy Generation in Eastlake

A request to modify the FirstEnergy Generation Eastlake Plant permit will be the focus of an Ohio EPA public meeting on September 24, 2015. The information session and public hearing will begin at 6 p.m. at Eastlake Public Library, 36706 Lakeshore Boulevard, Eastlake.

 

Ohio EPA is reviewing an application from the company to modify conditions relating to the discharge of mercury from FirstEnergy’s facility, located at 10 Erie Road, Eastlake. If approved, the modification would allow the facility to continue discharging mercury to Lake Erie at levels that exceed the 1.3 parts per trillion (ppt) limit required in its existing permit.

 

While the Eastlake facility no longer operates as a coal-fired power plant, FirstEnergy has installed and operates a number of synchronous condensers to enhance the electrical grid in the greater Cleveland area. The facility’s permit regulates the discharge of treated wastewater to Lake Erie.

 

To achieve the 1.3 parts per trillion discharge limit for mercury, the facility would need to install costly technology. Ohio EPA has determined that a more effective way to lower mercury impact to Lake Erie is to reduce the amount of mercury entering the facility’s waste stream. Therefore, in order to receive a variance from the mercury limit, the plant would be required to identify sources of mercury and implement measures to minimize its release to the treatment system.

 

Comments on the requested modification may be presented at the hearing or submitted in writing to Ohio EPA, Division of Surface Water, Permits Processing Unit, P.O. Box 1049, Columbus, Ohio 43216-1049, or emailed to: EPA.DSWComments@epa.ohio.gov. Please include permit # 3IB00003 in all communications regarding this project.

 

The public comment period ends October 1, 2015. Following a consideration of public comments, Ohio EPA will make a decision on the application.

Since then, air pollutants dropped by as much as 90 percent; large rivers meeting standards improved from 21 percent to 89 percent; and hundreds of polluting, open dumps were replaced with engineered landfills and an increased emphasis on waste reduction and recycling.
