LOS ANGELES – Tomorrow, U.S. EPA Regional Administrator Mike Stoker will be joined by Orange County Water District (OWCD) Board President Denis Bilodeau to announce the closure of a multi-million dollar Water Infrastructure Finance and Innovation Act (WIFIA) loan.
